claiming new work. The implementation received an independent changes
verdict on a94839d: an assigned PR moving to draft could disappear from the
reviewer's search and cause the reviewer to claim an additional PR.

The coding session added a regression fixture and replied with revision
35dc964. The reviewer verified that an owned draft was resumed and a new
draft was not claimed. The coder merged the reviewed revision; the linked
issue closed. This case did not require a human hold.
